Goomy can be found in Kalos games, only on Route 14, as well as in Alola games in the Lush Jungle. It evolves into Sliggoo at level 40, and then into Goodra starting at level 50, but only under the rain. Using Rain Dance in battle will not cause Sliggoo to evolve.
